About the Role

The Technical Budgeting & Contracts Management Senior is responsible for facilitating & coordinating all necessary requirements for the generation of budget and its progress reports and updates. The specialist is also responsible for managing the internal cross-functional & external interface with all other departments in Zain.

  • Monitor and track expenditures related to capital expenditures (CAPEX) and operational expenditures (OPEX), identifying variances and taking corrective action as necessary.

  • Negotiate, execute, and administer contracts with vendors, suppliers, and subcontractors, ensuring compliance with terms and conditions.

  • Liaise with internal stakeholders, including project managers, engineers, finance teams, and senior management, to communicate budgetary constraints, financial status, and contract-related matters.

  • Report to senior management on departmental performance, budgetary status, contract administration issues, and other relevant matters.

  • Initiate & maintain an archive for technical divisions main CAPEX/OPEX expenditures to ensure best optimization of approved budget

  • Review & analyze technical division’s main CAPEX/OPEX expenditures to validate Finance reports and/or recover any miss match for proper utilization & reporting. Notification

  • Prepare Purchase Requests Invoice payment releases and ensure proper procedures for Technical Divisions.

  • Consolidate; validate all data necessary for the development and generation of monthly progress reports and revisions to Technical Division annual budget.

  • Analyze, track & coordinate budget evolution till final approval to ensure alignment with division and company KPIs

What We Need From You

  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with internal and external stakeholders.

  • Advanced analytical skills with the ability to interpret financial data, identify trends, and make strategic recommendations.

  • Knowledge of relevant regulations and standards, including ISMS, environmental requirements, and occupational health and safety.

Proficiency in MS Office suite, particularly Excel, for data analysis and reporting.
