JOB TITLE: BSS/OSS & VAS Systems Specialist

REPORT TO: BSS/OSS & VAS Systems Team Leader.

 

JOB PURPOSE:

The BSS/OSS & VAS Systems Specialist is responsible to analyze the systems requirements, specifications, and descriptions in collaboration with Business Units, Solutions & Enterprise teams and translate them into technical requirements, develop and update technical design documentation. Perform capacity upgrades in line with service capacity management guidelines and current capacity status.

KEY TASKS & ACCOUNTABILITIES:

  1. Manage the design (High-Level and Low-Level Design) of platforms and solutions for CRM, billing (rating, billing, charging), BSS, OSS, VAS, Core Communications, Messaging, Roaming, Multimedia, and Broadband. Prepare and update technical documentation for nodes and systems, ensuring alignment with business demands, technology architecture, and roadmaps.

  2. Participate in the Demand Planning Management Committee to analyze business requests and translate them into technical requirements. Perform capacity forecasting and provide feedback on demand feasibility, impact, required capacity, features, system interdependencies, system changes, and project prioritization, ensuring alignment with technology architecture and adherence to standards

  3. Participate in the technology business planning cycle by identifying annual project plans, providing cost estimates, and raising and following up on requests for hardware, storage expansions, and new software licenses

  4. Design and implement strategic projects as part of the technology roadmap, defining system and node architectures, interface requirements, and project integration needs. Manage and control the necessary changes across systems to ensure seamless implementation

  5. Coordinate and facilitate workshops with stakeholders, including external platform owners (e.g., core and access), billing teams, integration layers, and business units, to ensure alignment and integrity of the end-to-end design. Update the technical design documentation accordingly

  6. Maintain the project/release pipeline by prioritizing tasks and managing the deployment lifecycle. Oversee development through vendors (in cases of out-tasking or outsourcing), assess vendor performance, and provide regular reports and feedback to Program Management Governance (PMO) and Vendor Management teams

  7. Plan capacity upgrades in alignment with service capacity management guidelines and the current capacity status.

  8. Develop RFP scopes, specifications, and response assessments in alignment with Vendor Management, Procurement, and the Group, ensuring blueprint consistency and service homogeneity across the footprint (where applicable). Prepare and evaluate the technical RFP requirements.

  9. Analyze and evaluate vendor solutions to support strategic decision-making and direction.

  10. Manage SIM,ESIM, CPE & Devices ordering with Procurement and planning with the business team.

What We Need From You

PERSON SPECIFICATION       

QUALIFICATIONS/EXPERIENCE

  1. BSC in Computer/Telecommunication Engineering or Computer science.

  2. Previous experience in Project Management is mandatory.

  3. Knowledge and experience in BSS/OSS and VAS Systems is preferable.

  4. Minimum 2 years of experience in a related field.

  5. Knowledge of Cloud and Infrastructure is preferred.

  6. Knowledge in the telecommunication domain is an advantage.

  7. Vendor-Specific Certifications is a Plus

  8. TMForum certification is a Plus.
