Job Title:                                           Transport Planning Team Leader

Reports to:                                         Access Planning & Deployment Manager

Job Purpose:

Accountable to the Access Planning & Deployment Manager in providing input into the design of capacity and load planning for Zain network and for ensuring project rollout and inspection work is conducted in line with recognised Engineering practices as well as manufacturers and ZAIN Group recommended procedures.

Key Tasks/Accountabilities:

1. Manage planning, dimension, and design of Microwave, IP, DWDM OFC/OSP and other access network transport technologies.

2. Maintain and carry out all nominal plans and blue prints for internal reference as well as for the planning and safety municipalities.       

3. Leading the management of all TX network projects to ensure consistency of approach and quality of implementation that follow the installation blue print and concur with international and local installation standards.

4.  Provide budgetary inputs taking into account future network requirements, Business forecasts and objectives, and strategic enhancements.

5. Carry out quality checks and plans optimization.

6. Responsible for all calculations, dimensions, choice of transmission equipments, site nomination and frequency planning.

7. Assess in conduct transmission network and system Planning, optimization, Expansions and upgrades.

8. Management Audit & Standards Compliance - Internal Audit, Security Governance, and standards compliance. This includes drafting processes and planning Network architecture Upgrades based on Audit & standards compliance.

9. Perform theoretical studies, Case studies for TX NW

10. Prepare transmission network design proposal and equipments BOQ during tender process.

11. Perform urgent plans to meet the changes in network design.

12. Influence the (project, support) technical specification for the design of the transmission network during pre-tender process.

13. Prepare RFP for Transport projects defining detailed scope of work with technical specifications and requirements including HW/SW, spares, test items, services & delivery, statement of compliance, Responsibility Matrix. Evaluate technical bids from multiple vendors for proposed hardware and services as per statement of compliance and specified technical requirements.

14. Procurement of Transport network elements and services needed to fulfil business projects and follow up on all stages from initiation to delivery/implementation ensuring process for purchase and usage.

15. Participate in technical discussion with other technical dept. in order to gather related information to be used in the planning process.

16. Leading the TX Network Developments & Managing trials projects for new products & produce Trial detailed reports & Business Case Analysis to Top Mgt.

17. Ensure that management is informed on all critical issues of the area responsible for.

18. Keep up with newer technology, roadmap, and prepare the network to meet future challenges.

19. Working in a multi-national environment.

20. Network updating and follow-up operation to ensure the plan consistency.

PERSON SPECIFICATION

Qualifications/Experience:

• Mobile Telecommunications background desirable

• Should have previous strong track record of success in planning and project controlling activities in a multi-site, expanding business

• Professional qualification preferred – B.Sc. in Engineering /Telecommunications

Knowledge:

• Broad understanding of the Mobile Telecoms industry.

• Good understanding of the Sudan market and Zain business strategy, goals and competitive environment

• In-depth knowledge of project planning and system audit tools and methodologies.

• Excellent understanding of developing diagrams and installation blue-prints

• Understanding of the relevant regulatory, legal and other contextual factors impacting on the successful management of network projects within the Sudan market

• Understanding of GSM network mobile operations, products and services.
