Job Purpose:
The Contract Administration Team Leader position Manages the contracts administration staff and guides compliance with Company Strategy & Vision, complex contractual and regulatory requirements. The Contract Administration Team Leader position is responsible for leading and managing all the Contract Administration activities, which includes and not limited to reviewing, administering, managing, finalizing and approving contracts in collaboration with end user departments.
Key Tasks/Accountabilities
Contracts Administration Team Leader acts as focal point for all Contracts negotiation with internal stakeholders, suppliers, partners, or customers.
Ensures contracts are administered and monitored to maintain compliance with the terms of agreements.
Ensures that project/department milestones/goals are met and adhering to approved budgets.
Must have the demonstrated ability to analyse and understand commercial, digital services, roaming and interconnection conditions in contracts, together with the ability to understand and interpret key elements of Contracts, and the ability to apply and comply with statutory legislation, rules regulations and internal process.
Preparation, reviewing and approval of new standard template for all drafted Contracts. Also enhancement of the current existing templates against lesion learned and historical data.
Reviewing of the drafted Contracts to ensure the requested requirement is prepared in a legally and commercially effective way.
Take sufficient steps to minimize project risks and ensure compliance with the company’s policies, standards and procedures.
Be responsible for establishing the contract administration process and procedures as to be followed by all concerned departments and monitor compliance by company employees with established procedures.
Identify areas of recurrent pressure including training to new project managers and other employees in contracting practices and procedures.
Assist in reviewing, negotiating and finalizing Contracts in collaboration with internal departments and all related stakeholders and Vendors.
Review, revise, and correct technical documents presented with the Contracts, against company policies and procedures, history data and previous/similar agreement and international standards to insure the best value for the company.
Ensure that the signed contracts are communicated to all relevant parties in efficient way to provide contract visibility and awareness and with better interpretation to support the implementation.
Oversee Contracts Administration Department Services Level Agreement Compliance.
As Necessary, assist and work with Senior Management on special projects.
Be active in solving any issues/special circumstances or breaches of contract raised with the concerned department/management.
Follow the application of contract process and procedures by all departments and issue the needed contractual advices.
Be responsible For Contracts Approval in the Contract Module in the ERP.

Average Time required preparing and finalizing a new contract.
Average Time required investigating and finalizing a claim/ change request/ variation order.
Average Time Required to response to the request for change in the contracts drafts either from vendor quires or internal requests.
Average Time Required to upload and create the Contracts in the ERP Contracts Module.
Dimensions:
Reported to Contract Administration & Compliance Manager.
Accountable for supervision the Staff with authority for personnel actions.
Accountable for effective Contracts Templates management.
Accountable for policy and procedure setting, execution and adherence.
What We Need From You
Qualifications/Experience:
Bachelor’s degree in Law/ Engineering.
5-8 years experiences in Drafting Contracts and other Contract administration issues.
Previous experiences in Telecom industry is a must.
Previous experiences and knowledge in Drafting interconnection, roaming, Carrier Relation and Regulatory Contracts is a must.
Extensive knowledge of the Contracts Administration function and Whole department processes.
Ability to enhance and modify standard Contracts using appropriate and legal language is must.
Ability to interface and be a crucial influence in all aspects of Contracts Administration related tasks and projects.
Contracts Certification like IACCM or NCMA or CPCM is a must.
Knowledge:
Fluent in Arabic and English Language, with emphasis in legal terminologies.
Excellent in Contracts drafting and Change requests management.
Strong understanding of the contract life cycle, types of contracts, and applicable government regulations. Typically requires a bachelor's degree or equivalent.
Good knowledge and understanding of procure to pay (PTP) cycle and the related procedures, instructions and guidelines.
Good decision-making skills are critical in resolving conflict or infringements that arise from existing contracts in the business unit.
