Job Title:                              Technology Contract and Vendor Management Team Leader

Reports to:                          Technology PMO, Contracts and VM Manager

Accountable to Technology PMO, Contracts and VM Manager in setting and managing end to end Contract & Vendor management life cycle by managing and tracking Technology sourcing requests from vendor selection and vendors evaluation and contracting throughout to the execution as well as tracking of change requests. This complete Contract & Vendor management cycle is to track to ensure best value form Technology Investments, Support Contracts, and Vendors.

Key Tasks/Accountability:

  • Support Vendor Negotiations to ensure the best value for money in alignment with Technology strategic objectives.

  • Support Technology Functions in reviewing contracts` Technical Annexes and terms and conditions.

  *Including reviewing of SLAs, Responsibility Matrix, Service Credits formulas, and performance KPIs

•    Equip Procurements and Technology Functions with insights about vendors performance to ensure effective vendor selection and negotiation

 *Consolidate information on current vendor performance from functions that directly manages vendor performance

 *Construct Matrices and Criteria for Evaluating vendor performance

 *Assess consolidated performance against those Matrices and Criteria in the annual vendor appraisal

  • Monitor Contracts` validity and renewals in alignment with Technology Functions, and Procurements.

  • Coordinate with Technology Technical Functions, Technology Budgeting and Financial Control, Procurements, and Corporate Finance to track, validate, and approve the submission and processing of Vendor Payment Requests in accordance with the agreed Contractual Milestone to ensure the proper and timely release of vendor payment, thereby ensuring Zero-Service Disruptions and vendor satisfaction, as well as the filing of financial requirements in the accounting system.

  *Track, Validate, and Approve Vendor’s services Invoices

*Track, Validate, and Approve Technology Functions Service Acceptances (FAC, PAC, IAC)

*Follow-up on Payment Closure

  • Monitor contract progress in alignment with procurement and functional domains and ensure the effective execution of vendor commitments.

  • Follow up on performance penalties, Service-Credits, and incentives, based on vendor contractual performance in alignment with Procurement, Technology Functions, and Financial Control Functions.

  • Consolidate information on current vendors` performance from functions that directly manage vendor performance and equip Procurements with vendors performance results to update the ranking of Technology Vendors.

  • Handle Contracts Financial Management and Cost Accounting in alignment with Technology Budgeting and Financial Control Function

  • Develop and maintain a Central Knowledge-Database for documenting all related contracts data and Transactions including:

* Service Requisitions, related PRs, POs, and Receipts, Service Credits, Addendums, Budget Consumption Reports…

  • Track, review, and Support Technology Functions in issuing RFIs, RFQs, and RFPs as well as Vendor Evaluations.

  • Key Contracts are well-governed, and their Technical Annexes are assured against quality measures affecting the SLA, Responsibility Matrix, Key Performance Indicators, and Service Credits formulas...

  • Support Contracts are renewed with Zero-service disruption.

  • Sourcing economy of scale opportunities on the scale of the Portfolio are suggested and acted upon.

  • Contracts` Service Credit and Incentives are applied.

  • Insights on the Portfolio, Program, Contracts, and Vendor levels are produced and used to influence the Technology Management and Procurements decisions.

  • Technology Contract and Vendor Management Team are effectively led and managed in a manner that motivates individuals to meet their growth objectives and aligns them with the Technology Strategy and PMO Vision and objectives.

  • Makes use of technology assets vs. financial aspects.

  • Capable of managing contracts to ensure proper deliverables.

  • Coordinate with other technology teams for technology aspects and challenges to be reflected in the strategy, risks quality and security.

 

 

 

PERSON SPECIFICATION

Qualifications/Experience:

  • Technical or IT background is mandatory.

  • Professional qualification preferred BSc in Electrical Engineering /Telecommunications or IT etc.

  • 3+ years of experience in Mobile Telecommunication/IT industries.

  • CIPS or other Supply Management certification is preferred.

  • Background in mobile technology planning, development, operations, Contracting, Finance etc.

  • Financial planning, contracting, budgeting, and costing for telecom technology experience.

  • Business requirement analysis capabilities.

  • Aware of technology roadmaps and industry evolution.

 

Knowledge:

  • In-depth knowledge and experience of mobile technology operations.

  • Understanding of budgetary, resource management and control policies and processes.

  • Good understanding of the Sudan market and Zain SD business strategy, goals and competitive environment.

  • Understanding of the relevant regulatory, legal, and other contextual factors impacting the successful management of network projects within the Sudan market.

  • Understanding of financial management.

  • Understanding of SaaS mode agreements and contracts.
