Role Purpose

Zain Iraq is Actively recruiting to hire Facility Capital Projects Expert Engineer who are responsible for the Facilities Management and Project Engineering activities including the management of facility contracts, supervision of operations and maintenance activities on site, follow-up on contractors’ quality of work and developing project milestones and progress reviews

Responsibilities
  • Develop and implement Facilities Management and Project Engineering policies and procedures to ensure the fulfilment of organizational requirements whilst delivering high-quality services

  • Carry out the day-to-day operations of the Facilities Management and Project Engineering, provide expertise, encourage teamwork and align work processes to achieve high-performance standards, meet established targets and engage employees in a motivated work environment

  • Contribute and ensure the effective achievement of functional objectives through the supervision of the Facilities Management and Project Engineering, set individual objectives, manage performance, develop and motivate staff, provide formal and informal feedback and appraisal, and provide guidance on training programs for employees to maximize subordinate and Unit performance

  • Inspect, test, and measure the external contractors' quality of completed work, using devices such as hand tools or gauges to verify conformance to standards and repair requirements, and take adequate measures when necessary

  • Supervise properties and rental/facility-related leasing contractors including buildings/ outlets /HQ

  • Negotiate with facility owners new contract terms and conditions and collaborate with legal contracts sign-off

  • Renew existing facility contracts at expiry dates and when needed negotiate facilities management new requirements upon renewal

  • Supervise and implement contract termination in case contract renewal is no longer needed 

  • Collaborate with procurement to select appropriate external vendors for jobs at hand

  • Collaborate with the procurement section to issue work orders, change orders, provide input on contractor quality of work and finalize payments

  • Supervise the spare parts delivery to operations and maintenance projects within deadlines and required quantities and qualities

  • Develop in coordination with selected contractors a new project detailed program of work

  • Develop project work break down structure and determine project milestones and high-level schedule

  • Compute estimates and actual costs of factors such as materials, labour, or outside contractors to propose to the supervisor

  • Implement work schedules, sequences, and assignments for work activities, based on work priority, quantity of equipment, and skill of personnel

  • Monitor quality of work on site against design drawings and material specifications  and manage inspection efforts on site

  • Conduct periodical reviews, follow-ups and progress updates to assess project status and solve any issues raised while implementation

  • Validate invoices and coordinate with finance the payments

  • Provide all preventive and corrective Maintenance services, and supervise facility-related services such as catering, mailing…

  • Receive customer service Operations and Maintenance requests for administration buildings

  • Supervise all Operations and Maintenance on-site operations in the headquarters to ensure proper and timely execution within set quality and timeframe

  • Inspect and examine grounds, facilities and systems routinely to determine the necessity of repairs or maintenance and to ensure that they remains safe, secure, and well-maintained

  • Constantly ensure overall Operations and Maintenance services objectives and KPI targets are met

Education, Experience and Competencies

Education

  • Bachelor’s degree in civil engineering, architecture-related field or equivalent

 

Experience

  • A minimum of 6 years of relevant experience with at least 3 years in a similar role.

  • MEP, Structural, and architectural designs knowledge

  • Certified Project management Professional
