Network Budgeting and Program Manager

Overview of the role:

The Budgeting and Program Management Manager is responsible for centrally managing and tracking projects from an advanced design stage from execution to handover to Operations. The Manager is also responsible for overseeing the business analysis & program management and technical budgeting and contracts. Build analytical data reports to support the decision making.
RESPONSIBILITIES
  • Coordinate & facilitate interaction with internal and external stakeholders to finalize projects scope.
  • Ensure the alignment between technical departments’ requests i.e., projects and Operation Plan. Then communicate any deviation with peers and management.
  • Setting up the project by defining and aligning with the Zain team on the Governance, PMO, Performance Management and Risk and Quality assurance frameworks
  • Align and provide Zain-Group technical team the roadmap and information on projects roadmap, prices, timelines, et.
  • Deep diving into the GCTO’s urgent matters including troubleshooting, business case reviews and executive presentations
  • Develop Technical project follow up templates and document project scopes
  • Coordinate with Finance CAPEX allocation and associated payments and certificates, and OPEX expenses.
  • Facilitate collaboration and utilization of assets between Zain Group and the Opcos (e.g. ZDP, etc.)
  • Provide individual and team's level periodic reporting on projects under contracting
  • Manage & coordinate CTO division’s interaction with external departments e.g., Finance, HR, Internal Audit, to ensure fulfilment of their projects' requirements and mutual alignment of business plans & KPIs
  • Analyze, track & coordinate budget evolution till final approval to ensure alignment with division and company KPIs Compile & evaluate CTO Divisions budgets to generate CTO Divisions consolidated budget
  • Supervise, direct & coordinate the generation of quarterly progress reports and revisions to CTO annual budget
  • Supervise, direct and participate in the initiation and maintenance of an archive for CTO main CAPEX/OPEX expenditures to ensure best optimization of approved budget
  • Perform all the above-mentioned roles and responsibilities in compliance to the Information Security Management System (ISMS) policies and report any information/physical security breaches or incidents to Data Control Department immediately. In addition, ensure that all team members are following mentioned policies
  • Be aware of, and adhere to, all environmental requirements as set by the statutory bodies in Kuwait, or by the published policies of Zain Group/Kuwait

  • Proven technical support experience, meeting, or exceeding targets
  • Demonstrated skill in building good and productive relations both internally and externally
  • Ability to communicate, present and influence all levels of the organization, including executive and C-level
  • Proven ability to drive the technical support process from plan to close
  • Proficiency in leading and driving agile methodologies
  • Proven ability to articulate the distinct aspects of technical solutions across organizational stakeholders such as business functions, finance teams etc.
  • Proven ability to position products against competitors
  • Excellent listening, negotiation, and presentation skills
  • Excellent verbal and written communications skills
  • Ability to identify assess and manage risks
  • Strong organization and project management skills

Qualificiations:

Education: Bachelor in Business or related field (Requirement)
Masters in Business or related field, MBA (Preferred)

Languages (Fluent) : English & Arabic

Professional Experience: Senior managerial roles, preferably for technology products

Years of experience: 4+
