The jobs in this level are subject matter experts in the area of Procurement and Contracts. The jobs are responsible for resolving complex queries or purchasing issues and developing annual reports for decision-making purposes. Jobs are also responsible for analyzing contracts for the purpose of maximizing financial and operational performance and minimizing risk.


Procurement and Contracts

Provide subject matter expert in the Procurement and Contracts area
Coordinate with Procurement and Treasury in order to get approval on validation and release of performance bonds
Follow-up on Capex projects completion milestones in order to estimate cost
Assist in developing tender evaluation method, compliance criteria and scoring metrics to ensure conformity and consistency of tendering process
Assist in developing requests for proposals (RFPs) for technical and non-technical projects or Invitations to Tender ensuring alignment with Zain procurement needs
Build and maintain relationships with suppliers and collect feedback to ensure optimization of the procurement process and performance
Process vendor payment requests / invoices in coordination with Finance
Review RFP responses for all technical and non-technical projects
Review responses to queries of bidders related to RFP or Invitations to Tender
Review and approve the submitted tender documentation ensuring adherence to RFP or Invitations to Tender
Review technical and non technical contracts (e.g. distributor agreements, non-disclosure agreement (NDA), memoranda of understanding (MOU), value added services, advertising agencies, roaming and interconnect agreements, etc.) in coordination with Legal Affairs ensuring alignment with legal and contractual policies and regulations
Review and approve purchase requisitions for pricing, terms and condition and financial obligations
Review evaluation and recommendation reports highlighting shortlisted bidder for management decision-making
Guide the application of the supplier yearly evaluation to orient supplier contract renewal or re-negotiation for better terms
Review and approve complex and strategic contracts and agreements with bidders, suppliers and relevant departments ensuring alignment scope with requirements
Analyze new, complex, and strategic contracts for the purpose of maximizing financial and operational performance and minimizing risk
Resolve contracts breaches and other issues that might arise in order to ensure smooth operations
Analyze benchmarked research related to prices and suppliers and identify impact on budget and future purchases
Resolve complex purchasing issues or discrepancies to ensure smooth flow of logistical operations
Develop annual procurement reports and analysis findings as and when required for decision-making purposes
Keep abreast the latest market trends in terms of technical specifications of the products to be procured


Bachelor's Degree Business Administration or equivalent

A minimum of 6 years of relevant experience with at least 2 years in a similar role
